# Program Planning

Good programs do not come together all at once. This book brings together the year-to-year planning that helps units build a clear calendar, prepare for membership growth, and stay connected to district events and deadlines. Use it when planning the year, preparing for fall recruiting, or helping the next leader understand how the pieces fit together.

# Annual Planning

A strong program begins with a shared view of the year ahead. This chapter brings together annual planning guidance, key milestones, and practical tools leaders can use to build a realistic program, coordinate important dates, and give families enough notice to participate.

# Annual Program Planning Guide

Every unit that runs a strong program plans it in advance. The framework Scouting America provides for this is the Ideal Year of Scouting, a process that produces three things together: an annual program plan, a budget, and a fundraising plan. Units that skip it are still figuring out October in September.

This page covers when to hold the meeting, who should be in the room, and what to bring. The Ideal Year of Scouting resources at scouting.org are the primary reference for running the meeting itself.

## When to hold the meeting

June. Scouting America says late spring or early summer. In this district, June is where that lands in practice.

May looks right, but the end-of-year crunch usually wins. July is possible, but summer schedules start pulling leaders away fast. June, before families scatter, is when you can actually get your Key 3 and committee in a room together.

A planning meeting in July with the right people is better than one never held at all.

## Who should be in the room

**Unit Key 3.** Cubmaster or Scoutmaster, Committee Chair, and Chartered Organization Representative. All three. If one of them isn't there, expect to have the same conversation again at the next committee meeting.

**Committee members with event ownership.** Treasurer, outdoor activities chair, and event chairs for recurring events. An event chair who helped set the date will run it. One who was handed a date often won't.

**For Scouts BSA troops:** The Senior Patrol Leader leads the conference, with Patrol Leaders as active participants. The Scoutmaster's job beforehand is to prepare the SPL: explain the process, talk through program options and goals, and share a draft calendar with key dates already placed so the SPL walks in ready to lead. The plan the youth develop goes to the troop committee for final approval.

**For Cub Scout packs:** The Pack Committee Chair leads the meeting. Core attendees are the Committee Chair, Cubmaster, and all Den Leaders. Den chiefs and interested parents are welcome. This is a leadership meeting. Gather family input beforehand if you can, and share the finished calendar with all pack families at the first pack meeting of the fall.

## What to bring

**The district and council calendar.** Some dates are fixed before you open the room. Popcorn sale, unit renewal, camporee, Pinewood Derby season, Blue and Gold season, crossover: place these first. Every unit that has ever double-booked a pack meeting against a council event in October knows how that conversation goes. Current district calendar → District Reference shelf ↗

**School calendars.** Attendance tracks with school schedules more than most leaders expect. In the James River District, units draw from Henrico County, Richmond City, Hanover County, and Goochland County. Check the divisions that apply to your families. The first week back after winter break, the week after spring break, the days around school wellness days and election closures: those are the dates that quietly kill attendance. School calendars are available on each division's website.

**Last year's calendar, what actually happened.** Not what was planned. Which events drew strong attendance? Which got cancelled? Which months were thin every year? Your own unit's history is the best input for planning you have. If you don't have last year's calendar, this is the year to start keeping one.

## What the plan produces

Three documents: a program calendar, a budget, and a fundraising plan. The calendar drives the budget, and the budget sets your fundraising target. Without named owners for each event, it's a calendar of things that might happen.

## What the plan is not

The annual plan is not a contract. Events move, leaders change, councils shift dates. A plan made in June will need adjustments in September and again after winter break.

The value is shared intent. When something changes, your Key 3 is adjusting a plan you all agreed to, not building a new one the week before an event.

## The recharter connection

Annual planning is also the right time to audit your adult leadership roster. Adults with expiring Safeguarding Youth Training are the most common thing units scramble over in October. Find those gaps now. October is already full.

## The roundtable connection

Roundtable runs on the same annual cycle. The May roundtable in the James River District is where the Cub Scouts Roundtable Commissioner reviews the prior year with leaders and works through the coming year's topic calendar. # Membership Growth

Membership growth is more than a single recruiting night. This chapter follows the Cub Scout membership cycle from school outreach and fall recruiting through Join Scouting Night, follow-up, den placement, and new-family orientation. Use it to understand how local leaders and district support work together to help interested families become active members of the Pack.

Several parts of the cycle overlap. Build your follow-up process before recruiting begins. Start school outreach while you plan the recruiting event.

Orientation begins the retention phase. Use the follow-up and orientation pages to establish each family’s first weeks, then use the communication and program-planning resources in this book to support continued participation.

# How Fall Recruiting Works in the James River District

Fall recruiting brings together the relationships your Pack has built with local schools and the coordination the James River District can provide.

School divisions determine what access Scouting may receive. Within that scope, Pack relationships often shape what becomes possible at an individual school. Families who know the principal, teachers, staff, or are active in school organizations like the PTA can open doors that a district representative may not be able to open alone.

### How the partnership works

Start with the schools your Scouts attend. Let the District Executive know where your Pack already has connections and which schools it can support during the fall campaign.

The District Executive can see the larger picture across the schools in your area. They can coordinate school outreach, work through council or school-division contacts, and connect your Pack with recruiting resources. Your Pack brings the local relationships and knowledge of its program.

### Keep school outreach clear

One Pack serves as the main Scouting contact at each school during the fall Join Scouting Night campaign. This gives school staff one person to work with and keeps families from receiving competing invitations.

This arrangement does not limit family choice. Families may join whichever Pack works best for them.

Before approaching a school your Pack has not worked with, contact your District Executive. Another Pack may already have a relationship there, or the district may know of a school that still needs support.

### Where Join Scouting Night fits

The James River District uses a structured Join Scouting Night program to introduce families to Cub Scouting and help them register. Your Pack provides the leaders who know its program and the community it serves.

The fall sequence is:

1. The district coordinates with the school and schedules the Join Scouting Night event, along with in-school recruiting when available.
2. A district representative conducts approved in-school recruiting, such as classroom or lunchroom presentations, and distributes Join Scouting Night flyers.
3. Pack leaders and a district representative conduct Join Scouting Night together.
4. The district representative collects membership applications and submits them to Heart of Virginia Council.
5. The Pack follows up with interested families who did not join that evening.
6. The Pack invites new families to its next meeting.

# Pack Calendar and Event Description Templates

A family should not need to search old messages, understand Pack terminology, or contact a leader before they can participate in an event.

A parent-ready calendar description answers eight basic questions:

- **Action:** Do we need to RSVP, register, pay, or complete anything?
- **Who:** Which Scouts and family members should attend?
- **What:** What will happen?
- **When and where:** Are there arrival, entrance, parking, or meeting-point details we need?
- **Adult participation:** Does a parent or guardian remain?
- **Bring and wear:** What is needed, and are regular clothes okay?
- **Participation notes:** Can we arrive late, miss part of the event, or request support?
- **Questions:** Who should we contact?

Consider all eight questions. Publish only the answers families need for that event.

Replace the bracketed placeholders, delete anything that does not apply, and update the calendar before sending reminders.

Routine events can stay short. Events involving registration, cost, unfamiliar locations, special equipment, or overnight participation need more detail.

Can a parent answer these questions in about 30 seconds?

- Can we participate if we arrive late, leave early, or need support?

For paid, registered, or more complex events, can they also answer:

## Set up your Pack calendar

A few decisions made once can save leaders from rewriting the same information for every event.

### Agree on Pack defaults

Set standard language for the details that usually stay the same:

- whether a parent or guardian remains
- uniform expectations
- sibling participation
- late arrival and early departure
- your primary communication channel
- weather updates
- accommodation requests
- financial assistance

Reuse that language when it applies.

### Build recurring events first

At the beginning of the program year, create the events that form your regular rhythm:

Then add major annual events such as:
